Digital Bank Online Account Opening: Hong Kong Licenses, Identity Restrictions, and Remote Verification

Digital banks can put applications, identity verification, and daily services on mobile or web, but "can be submitted online" does not mean people of any nationality, residence, or those abroad can open an account. Before applying, first confirm whether the provider is a Hong Kong licensed bank or a Stored Value Facility (SVF)/e-money payment service institution, then verify the serviceable regions, applicant identity, physical presence requirements, required documents, and deposit protection on the institution's official website.

Drafted by Rengangyongsheng (Hong Kong) Limited · Tang Shangyong (Drew) Business Manager Provides Professional Explanations

The company only provides document organization and appointment coordination; it is not a bank and does not guarantee successful account opening. Actual document lists, fees, timelines, and eligibility are subject to the bank's current terms and audit notifications.

01 Distinguish first: Licensed digital banks and electronic money/payment institutions are not the same category

The Hong Kong Monetary Authority defines digital banks as banks that provide banking services primarily or fully through the internet or other electronic channels; their ongoing regulatory requirements are the same as traditional banks. Stored Value Facilities (SVF) include e-wallets and prepaid cards, licensed and regulated by the HKMA under the Payment Systems and Stored Value Facilities Ordinance. Both may provide services via Apps, but bank licenses and SVF licenses are not interchangeable.

  • Digital Bank: First verify its bank status on the HKMA Digital Bank page and the Register of Authorized Institutions, then check the account terms and application eligibility on the bank's official website.
  • Electronic Money / Stored Value Facilities (SVF): First check the company name and license status on the HKMA SVF Licensee Register. The register lists both independent SVF licensees and licensed banks deemed to be licensed for SVF; therefore, one cannot judge if an entity is a bank solely by its presence on the SVF register.
  • Balances in e-wallets, prepaid cards, or other stored value facilities do not become bank deposits protected by the Hong Kong Deposit Protection Scheme just because they can be used for payments or transfers.

02 Residency Status and Location: Online application does not mean an account can be opened from abroad

The HKMA clearly states that banks set account opening procedures based on their own business strategies, risk assessments, and group or overseas regulatory requirements; therefore, there is no single set of identity or residency rules applicable to all digital banks. Eligibility must be based on the target bank's latest official website, App process, and final compliance audit.

  • Do not infer that an account can be opened solely based on holding a passport, a Hong Kong company, or having downloaded an App. Banks may require specific identity documents, residential addresses, mobile numbers, and tax information, and may request additional documents based on the case.
  • Taking the current WeLab Bank online account opening page as an example, Hong Kong residents applying must be at least 18 years old, be in Hong Kong, hold a valid 2018 version Hong Kong identity card, a Hong Kong mobile number, and a Hong Kong residential address; the bank also lists a route for Mainland Chinese visitors in Hong Kong, requiring a Mainland ID card, valid entry/exit records, a valid Mainland or Hong Kong mobile number and address, etc., with additional conditions listed on the bank's page. This is an example from that bank and should not be inferred as a general rule for other banks.
  • For applicants who are overseas, do not possess documents listed by the target bank, or are not in the product service area, being able to start the online process does not mean the account will be approved.

03 Remote verification: Prepare documents first, then submit according to official App instructions

Remote account opening usually includes document reading and liveness/facial verification in the App process. Common materials for personal account opening listed by the Hong Kong Monetary Authority include identity or travel documents and address information; in some cases, banks will require further address verification. Banks may also request supplementary FATCA, Automatic Exchange of Financial Account Information (AEOI), or other documents based on the application background, intended services, and risk assessment.

  • Proof of identity: Prepare valid original documents accepted by the target bank, such as Hong Kong ID cards or travel documents; do not use screenshots, expired documents, or copies sent via unofficial channels.
  • Contact Information and Residential Address: Prepare a mobile number capable of receiving OTPs, a frequently used email, and residential address information/proof as required by the bank. Different banks have different acceptance ranges for Hong Kong, local, or overseas numbers and addresses.
  • Biometric Verification: WeLab Bank uses selfies and HKID photos for facial recognition; Mox's official process also lists ID scanning, identity verification, and facial recognition. Complete these on the bank's official App or official redirected pages; avoid giving selfies or ID cards to unofficial recipients.
  • Account Purpose and Tax Declaration: If requested by the bank, please truthfully state the purpose of opening the account, expected transactions, source of funds, and tax residency status; corporate applications may also require company registration, beneficial owner, authorization, and business information.
  • If supplementary documents are requested, manual review occurs, account functions are restricted, or a refusal is issued, all are subject to the bank's compliance review and final decision.

04 Deposit Protection: Verify item by item according to "Institution + Product + Account Location"

The Hong Kong Deposit Protection Scheme (DPS) provides a maximum compensation of 800,000 HKD per depositor per Scheme member in the event of a member bank failure. All licensed banks are protected in principle unless exempted by the Hong Kong Deposit Protection Board; restricted license banks, deposit-taking companies and other financial institutions are not included. Whether a digital bank provides protected deposits should be verified by checking its licensed bank status, DPS membership, product disclosures made by the bank before/after account opening, and whether specific funds constitute eligible deposits.

  • Coverage typically includes savings, current, and time deposits with original maturities not exceeding five years at member banks, and may cover eligible deposits in HKD, RMB, or other currencies; accounts held by the same person at the same member bank are combined for the limit calculation.
  • Common items not protected by the DPS include stored value facilities, deposits at overseas offices, structured deposits, time deposits with an original maturity exceeding five years, and non-deposit products such as bonds, stocks, funds, insurance, and virtual assets.
  • The official account opening page of WeLab Bank clearly states it is a DPS member, and eligible deposits accepted by the bank are protected up to a maximum of 800,000 HKD per depositor; this cannot be extrapolated to other institutions or products.
  • Verification order: first check the HKMA Register of Authorized Institutions to confirm if it is a licensed bank; then check DPS member information and bank product disclosures; finally read the terms corresponding to the funds to be deposited. If in doubt, confirm directly with the bank whether the product is protected.

05 Fees, Limits, Review Time, and Third-Party Service Description

Fees, minimum balances, daily transaction limits, cross-border service scope, review time, and additional document requirements vary by institution, account type, customer residence, risk assessment, and product terms; items not explicitly listed on the official page of the respective institution are subject to the latest pages, App prompts, and final review by the bank or licensed institution.

  • Appointments, data organization, document pre-checks, or information referrals provided by non-bank third parties do not equate to bank account opening, credit granting, compliance review, or deposit protection commitments.
  • Banks or licensed institutions independently decide whether to accept, request additional documents, approve, limit, suspend, or reject account applications; no third party can guarantee account opening results.
  • Do not provide ID cards, selfies, verification codes, passwords, or bank card information to individuals claiming to "guarantee account opening," "perform face verification on your behalf," or requesting to bypass the official App.
